Why yes, they do!
While there may be some laws in some states regarding the qualifications to operate an arbitration company, there is no one agency for all 50 states. Worse, the courts favor arbitration as a way to reduce their own load and generally uphold the way things are done by arbitrators, even if the result is a direct contradiction of the law.
Basically, the idea is that you contracted to have this character make the decision, so you are stuck with it even if it is irrational.
This would depend on your state. I suggest using yahoo to find the telephone number for your state’s bar association. Call them and ask them if there is a certification process for arbitrators/mediators in your state. Other than that, there is no agency responsible for their oversight.
They do make up their own rules. that is what they are supposed to do. Those that prefer strict rules of law and rules of evidence and procedure and the like use courts. Those that want a less structured method of dispute resolution use arbitrators. In answer to your question, there is no government agency that oversees arbitrators. There is a self-regulating organization, but that is not a government agency
